The Alliance offers a number of resources that provide information on federal policies that affect different homeless populations. To help policymakers, advocates, and practitioners stay up to date on legislation, we post legislative updates on a number of key pieces of legislation and our policy priorities. In addition to providing congressional testimony, we also developed a resource specifically for congressional staff. Advocates should check out our Advocacy page for information on taking action to end homelessness.
2007 Policy Guide

The National Alliance to End Homelessness has published a Policy Guide to help policymakers and advocates understand federal programs and policies regarding housing and homelessness. The 63-page guide includes information about relevant federal programs and proposals, including homelessness funding, proposals to reauthorize HUD’s McKinney-Vento homeless assistance programs, and information about funding levels of mainstream housing and services programs.
Explainer: How Much Does the Federal Government Spend on Homelessness?
Answering the question about how much the federal government spends on homelessness should be as simple as summing the total expenditures for homeless assistance programs. Homeless programs, however, do not fit neatly into one federal agency; instead they are spread across several, including the Department of Housing and Urban Development (HUD), the Department of Health and Human Services (HHS), the Social Security Administration (SSA), the Department of Homeland Security (DHS), the Department of Education (ED), and the Department of Labor (DOL).
