During 2006, under the leadership of Mayor Heather Fargo and County Supervisor Roger Dickinson, Sacramento developed a ten year plan to end chronic homelessness with the following vision: “Sacramento residents will have permanent housing and access to resources or support services necessary to prevent or break the cycle of chronic homelessness.” The plan takes as its central strategy a Housing First model, drawing upon the successful best practices of several other cities. In addition to Housing First, the Sacramento plan also focuses on outreach and central intake, prevention, leadership, and evaluation and reporting to the community.
